2013 Annual General Assembly of The Association of African Development Finance Institutions (AADFI)



The 2013 Annual General Assembly of the Association of African Development Finance Institutions (AADFI) will take place in Marrakech, Morocco, at the Marrakech Palmeraie Complex on 29 May 2013 from 9.00 a.m to 6.00 p.m. The theme for this year’s Annual Workshop is “Strenghtening the Effectiveness of National DFIs” and will be held on 28 May 2013 from 9.00 a.m. to 6.00 p.m. at the venue of the General Assembly Meeting.

Marrakech Palmeraie Complex

Marrakech – Morocco

All AADFI participants are required to register with the African Development Bank (ADB) online. Participants would need the code on their invitation letters and scanned personal passport photographs in JPEG format to successfully register. This code will be communicated to them very soon. They should also send a copy of their registration to the AADFI Secretariat by Fax: (225) 22527941 / 22522584 or by E-mail: info@adfi-ci.org / adfi@aviso.ci / sg3_adfi@yahoo.fr. Participants would require passport-size personal photographs, their invitation letters and national passports for registration at the venue of the meetings.
Participants who are unable to register online with the ADB before their arrival at the venue of the meetings should call at the registration desk at the Marrakech Palmeraie Complex for full registration to ensure they can gain access to various events of the Annual Meetings.

An information desk will be located in the main lobby of Marrakech Palmeraie Complex.

The AADFI Staff at the Marrakech Palmeraie Complex will provide a detailed program of its activities before and during the Meetings. Press representatives are requested to contact them for any request for formal interviews.


It is expected that delegates will make their own travel arrangements to and from the Annual Meetings.

Delegates are urged to arrange their arrival and return flight reservations as early as possible in order to secure the flights and dates of their choice. Those with open return tickets may experience difficulty obtaining preferred return flights.
Moroccan legislation on the entry and stay of foreigners in Morocco provides that any foreigner wishing to travel to Morocco must hold a valid passport or any other document, issued by the country of which he is a national, that is recognized as a travel document by the Moroccan Government (Law No. 02-03 of 11 November 2003 on entry and stay of foreigners in the Kingdom of Morocco, irregular emigration and immigration).

All participants applying for a visa should contact the Embassy of Morocco in their country of residence.

For countries where Morocco is not represented, applications should be sent to the diplomatic missions accredited to the countries or to Honorary Consuls. In the absence of these representations, applications should be sent directly to the Moroccan Ministry of Foreign Affairs and Cooperation, Directorate of Consular and Social Affairs – Rabat for the submission of a visa application at the airport.

Immigration formalities and luggage handling shall be provided by duly authorized officers. The same officers will be available for Customs clearance. Luggage should be clearly identified, showing name, nationality and origin, for ease of finding in the event of loss.

Many airlines fly directly to Morocco.

Participants are kindly requested to make their flight reservations early and to let their booking agents note “AfDB Annual Meetings” in the reservations.
Participants should request their travel agencies to indicate “ADB ANNUAL MEETINGS” on their reservations. In addition, the use of luggage labels marked “ADB ANNUAL MEETINGS” will allow for priority handling on arrival. Special Aircrafts

Delegations intending to use special aircrafts, should request flight authorization in advance.


An Information and Protocol Desk will be set up by the AfDB at the Marrakech Menara (RAK) Airport to expedite entry and departure formalities for delegates. Information will also be provided at the Marrakech Menara (RAK) Airport for the delegates.

Shuttle buses will be provided to transport participants from the airport to their hotels and from their hotels to the Marrakech Palmeraie Complex where the AADFI Annual Meetings will be held.


Participants are advised to make reservations at the selected hotels of their choice. They are advised to include the names of their booked hotels in the registration forms which they will submit to the AfDB and a copy to the Secretariat of AADFI. Please refer to the list of selected hotels on the AADFI website at: www.adfi-ci.org.
Participants should confirm their reservations before 30 April 2013. After this deadline, Hotels will not guarantee room availability.

Customs Formalities

On arrival in Morocco, there are two separate customs clearance areas at border entry points, at a seaport or an airport:
Take the “green” corridor if you have nothing to declare, and the “red” corridor if you have goods to declare.

Foreign Curencies and Other Payment Facilities

The import of foreign currency banknotes and/or bearer negotiable instruments by foreigners visiting Morocco is free. However, it is subject to mandatory reporting when their value is equal to or more than MAD 100 000.
This report should be kept to justify the origin of foreign currency banknotes and/or bearer negotiable instruments at customs services at departure. It is valid only once (single entry) and for a period not exceeding 6 months.
The reporting of the import of foreign currency is optional for amounts not exceeding the value of MAD 100 000 to justify, where necessary, the origin of the currency at departure.

The term “bearer negotiable instruments” refers to traveller’s cheques, bank cheques, promissory notes and money orders in the name of the bearer or on which the name of the beneficiary has not been indicated.
N.B.: The mandatory reporting of foreign currencies must be done during customs control upon arrival. No a posteriori reporting shall be accepted.

Personal Effects and Items

As a traveller visiting Morocco, you may import free of customs duties and taxes, without any declaration or customs formalities:

? Your personal effects and items already being used and effectively transported by yourself
? Perfumes and toilet water
? a bottle of perfume (150 ml); and
? a bottle of toilet water (250 ml)
? Tobacco: 200 grams of manufactured tobacco
? Alcoholic beverage:
? One-litre bottle of wine;
? One-litre bottle of spirits or other alcoholic liquor of the same capacity


Cash can be changed at Banks or Foreign Exchange (forex) bureaus in Marrakech. Rates and commissions vary; it is advisable to shop around. Working hours for Banks and Forex bureaus are Monday to Friday 8:30 am to 4 pm, Saturday from 9 am to 12 pm.
Several top-end hotels and tour operators, and some mid-range establishments accept credit and debit cards. Otherwise, credit/debit cards (primarily Visa and MasterCard) are useful for withdrawing money at ATMs.


Morrocan’s currency is the Morrocan dirham (MAD). Widely convertible currencies are US dollars, Euros, and the Pound Sterling. The exchange rate in Morocco is market determined and rates are readily displayed in Bureaux de Changes.

It is highly recommended that delegates with special health needs should take with them their medication.


International telephone services are available to allow for direct communication between Marrakech and other countries. There are internet and phone booth cards that can be used for both domestic and international calls. Mobile phone simcards will be available during registration for participants who wish to use the local mobile phones network for the duration of their stay in Morocco. Telephone and telefax services are available in the hotels at the delegates’ expense.
